It means black devil and is a derogatory term for a person of African descent. (NB. Black ghost can be erroneously found on Google translate; to be a true translation ghost simply does not convey the derogatory connotations strongly enough).
NON-HATEFUL MEANING
Occasionally it will be used in a playful manner amongst Chinese people to designate a darker skinned friend. It is unclear whether it is racially coded in these instances, but at the very least it represents a form of colourism.
